At the top we have THIS SHIT IS HIS which translates to directions using the compass at the bottom left as W N SE E N SW SE N SE. The times are going to be semaphore.
Beginning at the spot labeled "Start" we walk to the left (West) first. The time in that spot is 19:45 but if you are approaching from the East, facing West, the hands on the clock would actually be in the position of 10:00 which in semaphore is T.
Now for the next move we reorient our compass. Because we are facing to the left on the puzzle that becomes our new North so we move into the spot labeled with 16:30. But with our new orientation (facing left) the hands will be in the position of 7:45 which in semaphore is H.
Still facing left so that is still North. We now need to move Southeast which is going to be up and to the right in the puzzle. That puts us on the spot labeled 4:52 but with our current orientation the hands will be in the position of 9:45 which in semaphore is R.
This process continues until we have finished all of the directions. Here's what you should get:
