Solution:

The title and three characters under the skull are a clue that we are supposed to use a telephone keypad.

There are different sizes of rings which tell us which letter to pick on each number of the keypad. You get four names when you follow the path among the rings - GREG PRIORE, BARRY LANDAU, FORBES SMILEY, JOHN GILKEY.

We now use 13:24 to extract letters from the names. To get the pastebin you use the names from the paths with skulls. You get letters that spell out GAIN. To get the password use the same extraction on the other names to get PARK.
